[Menu, RTL, Regression] Cascading menu obscues its parent menu.

      Run attached program MenuBarTest1, press "RTL Orientation", select “Menu 0". Then mouse hover on "Menu 0" drop down. Cascading menu may obscure the parent menu.

      It's a regression from 8.0.
