On most Linux WM, always on top flag can be set manually by the user (e.g. by using right-click context menu of window trim). This notifications are not propagated to the FX.

Since Linux uses emulation of always on top behaviour, we need to make sure that notifications related to this emulation do NOT propagate to FX and so child's FX properties will stay at whatever users set them to.
