As part of RT-39111 it was identified that the alt key should put focus onto the first menubar menu. With RT-3911 being a larger issue, it was decided to fork this issue off into another issue to allow for it to be resolved separately.
Steps to reproduce:
1) Load HelloMenu
2) Press alt
3) Note that the mnemonic underlines display, but no menu is selected, so it is not possible to navigate with the arrow keys, as expected.
