[Accessibility, SplitPane] SplitPane do not have a keyboard handle

      To Reproduce:

      1. Launch HelloSplitPane
      2. Both the horizontal and vertical sliders do not have keyboard handles they are controlled by a slider

      Since the SpliPane divider is not receiving the focus the key strokes mentioned at https://wiki.openjdk.java.net/display/OpenJFX/Keyboard+Navigation splitpane section, is not working.
