Steps to reproduce:
1. Set the node orientation of a ColorPicker to RTL
2. Click the ColorPicker and click "Custom Color..." to invoke the "Custom Colors" window.
3. Select "HSB", then press left arrow key, the active button moves to "RGB"
4. Now press left arrow key again, the active button moves back to "HSB", but it should go to "Web"

This didn't happen with 8.0. It's only reproducible with 8u20.
