The is a regression introduced from 8u20. It might be related to the fix of RT-28458.
It works fine in 8, 8u5, 8u11.

For HTMLEditor, in LTR orientation, the icons for numbered, bulleted list are in RTL style. The bullets and numbers appear on the right side of the icons.
