All Defaults and Overrides are saved to JVM User Args file

1. certain cases the correct ones are not being saved
  a. added from Java
  b. all values are put into user override file
2. order number is incorrect (will need to address your 0 based index once you push your change)
3. merging doesn’t retain existing index of overrides
