Should Axis be allowed to be wrapped in another container?

      When an Axis is selected, the "Wrap in" menuitem in "MainMenu->Arrange" menu is active, but actually it doesn't work. Should Axis be allowed to be wrapped in another container? or the actions need to be inactive?
