Run the attached test,

Once the stage is visible, click four times on button "Insert menu at last".

Now take the mouse to File menu and then start moving to next menus (edit and so on) using right arrow key. Once you reach NewMenu-2, right arrow will not take you to next menu in the cycle though there are two more menus in the scene (which are beyond the visible boundary).

Repeat the same scenario after maximizing the stage. You can go to all menus as they have become visible. So navigation doesn't work when the menus were not visible.
