[Monocle] Stage properties (FullScreen, Minimize) tests failed

      Minimize and Full Screen functionality does not work on monocle executing.

      To reproduce:
      1.execute sanity
      2.Windows
      3.Open new window
      4.try Minimize , full screen - it does not function as expected.

      FX build under testing:
