[Accessibility] Tooltips cause infinite narrator pain on Mac.

      Mac OSX 10.9

      Any control that has a tooltip has this issue. The focus snaps to the control, the tooltip comes up, the focus snaps to the tooltip the tooltip goes away, and then the focus snaps back. this repeats infinitely.
