This is a follow-on issue to RT-23891, which only fixed part of the problem.
To reproduce this, run the hello.HelloHTMLEditor app in rt/apps/toys/Hello and then:
1. Type Heading One. Style it as H1.
2. Type a paragraph. Keep default paragraph style.
3. Drag mouse over heading one and paragraph. Release.
4. Drag up from paragraph over heading.
5. The styles for paragraph and heading get confused.
