Empty pie charts should occupy same space as populated pie chart.

When a pie chart contains no data it doesn't occupy any screen space other than the chart title. This leads to awkward issues with layout and a lack of visual feedback to users.

I think that an empty chart should occupy the same space as a populated chart, preferably with some kind of visible, customisable graphic.
