Improve user experience for D&D to Library

      Two issues:

      1. When we drag from Content Panel or Hierarchy and hover over Library, I want to show the '+' cursor. At the moment, there is no UI feedback that this is a legal move.

      2. When we perform a drop in the Library, I want the 'Custom' section to open with the newly created item selected. Again, at the moment, we provide no feedback after the drop.
