[packager] Mac App Store Bundler fails to strip jfxmedia.dylib and strips Info.plist

After b18 the Mac App Store Bundelr in the packager stopped honoring the fixes for RT-34893 (Mac App Store rejects QuickTime APIs) and RT-36381 (include the info.plist). This looks to be a side effect of RT-37217 not setting the specific JDK rules before validating the contained app packager.
