This is related to RT-22015. The popup placing code uses the screen visual bounds to place the popup in the screen visible area. This area is reported incorrectly if the screen is in fullscreen mode (displays a fullscreen window). In that case it still exludes the system menu and task bars which are already hidden or completely covered by the displayed fullscreen window and so the covered areas should be usable by popups and other windows.
