[a11y] ToggleButton does not report its selection state

      The narrator will report the text of a ToggleButton but not its state.

      To reproduce:

      1. Start Narrator

      2. Run the attached program

      3. Toggle the ToggleButton

      You will notice that the text is read when the toggle button gets focus but the selection state is not read.
