[Monocle] Allow specifying the VNC port (required to allow simultaneous tests in Jenkins)

Monocle starts its own VNC server. This is great, because headless Jenkins can then use that to run tests (the current approach of having Jenkins start a vnc server does not work). However, to enable simultaneous tests it should be possible to specify the port instead of the default 5901.
