Linux packaging tools assume rpm build is always available

In deploy/packager/src/com/sun/javafx/tools/packager/bundlers/LinuxRPMBundler.java the code assumes rpmbuild exists on the developer's system. There's also provisions for a minimum version but the version of the tool is never checked.
