Create a stubbed-out implementation of monocle (one which supports hardware rendering) which can be built optionally and separately from the normal javafx build. The sample implementation should contain a native component.

 This will be used to fulfill part of the requirement for documentation of the porting layer (monocle). The sample should contain javadocs and other comments to assist outside parties in preparing new ports of monocle.
