The ICU library from icu-project.org contains opentype layout code we need to support
complex scripts in JavaFX. As a first step to that we need to integrate the ICU library.
This needs to be pushed into a new sandbox repository rather than the 2.1 repository
because it would be just useless bloat in 2.1 as the rest of what is needed won't be
available in that time frame.
