Remove the obsolete SwingToolkit

The SwingToolkit is obsolete and is no longer functional. It should be removed to avoid continued maintenance needed to make it compile whenever there is a change to the toolkit interface. It is currently excluded from external builds, so this will have no impact on the delivered bits.
