When a Combobox doesn't contain any content, it shouldn't display a blank list. It should display a configurable "<No Content>" kind of message.

This highly impacts the SceneBuilder today.

The fact that the list of items is empty or not must be computed after showing property as been set to true (@see RT-20855).
