I just installed Cygwin and in order to hg clone http://ssh... and then get the build to run I had to add the following components:
ssh, hg, libQtCore4-devel, make, and makedepend
It would be helpful to document this in the build instructions, e.g.

This document lists make and makedepend - and quite a few others but I only needed the 5 listed above to hg clone and then build rt and rt-closed.

Ditto for 2.2.
