In order to match the JDK structure we moved the utility jar files from SDK/tools to SDK/lib in the JavaFX 2.1 build. We left the SDK/tools directory in place for backward compatibility with NetBeans 7.1.1 (and to ease the transition for our early access developers). We should remove this legacy tools directory for JavaFX 2.2.
