Need to copy cobundle exports to promoted build area for Windows

      Once Igor implements RT-21033, the following artifacts will be generated on Windows, just like they currently are on Linux and Mac:

      javafx-runtime-for-cobundle.zip
      javafx-sdk-for-cobundle.zip

      Once this happens, they need to be copied to the promoted build area.
