With Glass scheduled for a move from rt-closed to rt, we need to make changes in the OSS build to support a cross build.
Need to make build changes, and then document the setup needed for an external developer to replicate.
   * machine setup
   * fetching toolchain.

Current target would be a single PI platform as we can direct parties to a cross toolchain.
