Scene builder should be more JRE aware and always use the highest JRE available.

If I have 6uX and 7uX on a system and install Scene builder, it should know to use highest.
If I uninstall 7uX it should revert to 6uX.
If I install 8uX it should detect highest.

it does not appear to be working this way currently
