Add system property to configure the touch drag hysteresis

      As mentioned in https://javafx-jira.kenai.com/browse/RT-32941 (and in the code) we should add some way to configure the touch drag hysteresis, as it is likely to be a per-device-type (or at least per-driver / touch screen) setting.
