There is an inconsistency in design:
- It is possible to drag new button from Palette onto hierarchy tree element and you get nice indication on where it will go to
- However, if you drag existing button onto hierarchy tree it doesn't allow you to drop it here

I believe second scenario shouldn't differ from the first one.
