Pi: create framebuffer on hardware layer 1 and cursor on layer 2

      When we call vc_dispmanx_element_add, we currently provide layer 0 for both graphics framebuffer in (wrapped_egl.c) and cursor (in fbDispman.c).
      We should create our framebuffer above the console layer and the cursor on a layer above that.
