boundsInLocal is incorrect when a Rectangle has stroke and a specific value for width, height, arcWidth and arcHeight.

To reproduce, run the attached code. A blue stroked rectangle represents boundsInLocal. When 'Stroke' checkbox is selected/deselected, it could be seen that boundsInLocal give widely differing values.
