1. Run the attached test.
2. Click on the 'red' rectangle shown on the top of the stage and drag it all over the screen.
3. When dragging it up, you will see mouse only moving upwards and not the stage.
4. Now when you just move the mouse within the stage, stage will start moving in the direction of the mouse.

I reproduced it on WinXPx64 - 6u14 - Soma-graphics-scrum-b142. Not reproducible with swing pipeline.
