ScrollView with pannable set to true doesn't change the cursor to standard move cursor of windows while panning

      Win XP SP3.

      Run the attached test with b32 of soma on Win XP SP3.

      It will show a scrollView . Now press left mouseclick inside the view and start panning. Though the panning is happening properly, the cursor doesn't change to move cursor of windows to reflect panning.
