      Recreate steps
      1. Install JavaFX 64 bit runtime on Windows XP 64 bit.
      2. luanch JavaFX 64 bit installer again.
      Expected: It should prompt a message that this FX version is already installed.
      Actual: it will show installation GUI, when click install button. it will prompt a message "This installation needs to restart OS...."
      And then it will install JavaFX runtime again.
