32 bit and 64 bit JavaFX can not coexist

      Windows XP 64 bit

      32 bit and 64 bit JavaFX can not be installed on the same OS.
      Reproduce steps:
      1. install 64 bit JavaFX runtime
      2. try to launch 32 bit installer. Click "Install" button.
      Expected: 32 bit runtime can be installed.
      Actually: It shows a msi installing GUI and then disappeared in a few seconds. No files installed on OS.

      There is the same issue if install 32 bit first and 64 bit later.
