DT should not suggest users to get JavaFX runtime on unsupported platfomrs

      JavaFX is not supported on windows 2000 and windows 2003. However, DT FX still suggests such users to get the JavaFX runtime.

      * Test configuration:
      - x86 windows 2000, 2003
      - public fx sample (fx 2-b39 promotion)

      * Steps to reproduce:
      0) On windows 2000 or 2003, install jre 6u26
      1) Make sure javafx is not installed
      2) Invoke a DT-enabled public sample applet (ex: BrickBreaker.html)

      If you see the following message, then the issue is reproducible
      "There will be a message that "JavaFX 2.0 is required to view this content. Get the JavaFX runtime ....."

      In this case, DT should detect the unsupported configuration and display the proper message
