After installing fx b38

Both plain application and fx application can not create shortcut, and related feature like installed application also missed

Steps to reproduce:
1) Install fx b38 runtime http://jfx.us.oracle.com/hudson/job/presidio/label=windows-i586-14/lastSuccessfulBuild/artifact/artifacts/bundles/release/javafx-2.0-beta-windows-i586.exe
2) Launch the following application, which ask to create shortcut
http://sqeweb.sfbay.sun.com/jsn/users/fred/master_run/deployment/src/plugin/Decoration/Decoration/html/DefaultDecorationJnlp.jnlp (non-fx app)
or
http://rehte.cn.oracle.com:8080/wshost/new_ws/deployment/src/javafx/fxfeaturesTest/fxfeaturesTest/html/DesktopIntegration.jnlp (an installed fx app)
if NO dialog pops up asking user to create a shortcut or not, and shortcut can not be created, bug is reproduced.
And for the second app(installed fx app), if it is not installed(can be removed by javaws -clearcache), bug is reproduced.
