Steps to reproduce:
Launch the following applet/application
http://rehte.cn.oracle.com:8080/wshost/new_ws/deployment/src/javafx/fxfeaturesTest/fxfeaturesTest/html/HelloPreloaderProgress.html
or
http://rehte.cn.oracle.com:8080/wshost/new_ws/deployment/src/javafx/fxfeaturesTest/fxfeaturesTest/html/HelloPreloaderProgress.jnlp
After app is launched, click "notify preloader" button, if the following exception is thrown, bug is reproduced.

java.security.AccessControlException: access denied ("java.lang.RuntimePermission" "accessClassInPackage.com.sun.javaws.progress")
