Chart Axis missing tickMark/Label visible API that is needed by Slider

The Charts Axis API does not include provision for either showing or hiding Axis tick marks and/or tick labels.
This is needed by the Slider control so that it can display tick marks and tick labels optionally.
Axis needs tickMarksVisible and tickLabelVisible properties.
