With IE9, try to load page http://jfx.sfbay.sun.com/hudson/job/presidio-deploy-scrum/label=windows-i586-14/lastSuccessfulBuild/artifact/artifacts/deployed/FadeInPreloader/Fish.html. If you see Browser stop at preloader with the spinning wheel, then the issue is reproduced.
