Change Menu Label dynamically fails

      - Please see the attached test case. Select the appropriate toggle , change text in box and click button to change the Menu Label (i.e File , Edit , Search)
      - Nothing happens though the textproperty value is bound.
      - This issue is similar to RT-13487 which deals with menuitem label but this case is for menu label.
