IssueTracking.fxml is incompletely laid out at opening time

      To reproduce:
      1) Run SB
      2) Open IssueTracking.fxml
            => Layout is broken (see IssueTrackingSnapshot.png)

      Some investigations show that removing the fix for DTL-4907 also
      removes the issue above.
