The fix for RT-16870 added support for a new feature to optionally install the JavaFX Runtime in a location other than the default location. As a new feature, this should have gone through the CCR process to get SQE buy-in, but did not. SQE has indicated that they cannot support testing this new feature so it will need to be removed.

This can most easily be accomplished by backing out the following changeset:
