No "install" button promoted if executed jar file in 2.0.3 sample with only JRE installed

      Reproduce steps:
      1. install JRE, I'm using 7u4 b22
      2. double click on an jar in 2.0.3 samples, for instance, "BrickBreaker.jar"
      Expected: it should promote that FX runtime is not installed and provide an "install" button. See "expected.png" I attached
      Actually: It just shows "JavaFX launch error". Please refer to the screenshot I attached
