As part of building the final release bits for FX, we create a public/sdk from the sdk as the first step of running the "installer" target in the deploy repo. The export_for_cobundle is also built as part of the installer step, but unlike the standalone installers, it uses the developer SDK rather than the public SDK. This must be fixed.
