This bug continues on from RT-15617, which was fixed in Presidio. One of the final comments refers to failures in adhering to the Microsoft keyboard spec.

This issue tracks that feedback, and it is intended that this will be resolved in a future release (whilst allowing RT-15617 to be marked as resolved for Presidio).
