Unable to launch a JavaFx app as webstart within Firefox the first time via DT installation

      JavaFX applicaiton can not launch via webstart within Firefox brower the first time using DT flow

      *** Tested Configurations:
      - x86 Vista/ FF 16.x
      - x86 Win 7/ FF 16.x
      - staging fcs dtoolkit.xml (from the mirror java.com)

      *** Steps to reproduce:
      0) Uninstall all JREs and DT plugin from the test system
      1) Install jre 7u9
      2) Uninstall jre 7u9
      3) Set the registry key to use the staging dtoolkit.xml (which serves the 7u10 co-bundle)
      HKEY_LOCAL_MACHINE\SOFTWARE\JavaSoft\Java Deployment Toolkit
       URLOverridre http://star-wip.sfbay.sun.com:88/inc/dtoolkit.xml

      4) Using Firefox to invoke a JavaFX app from 2.2.4 deploy scrum

      or from javafx 2.2.4-b18 promotion

      5) Follow the DT flow to install 7u10

      6) The BrickBreaker applet should load OK

      Click on ''click to launch this app as webstart", if you see the error message "JavaFX application could not launch due to system configuration....." the issue is reproducible

      Note: If you close Firefox and reopen again, the problem does not occur
