Steps to reproduce:
0. Turn off the blocker of default browser
1. download test case from http://sqeweb.us.oracle.com/deployment2/crystal/webcases/fxfeaturesTest/fxfeaturesTest/showdocument.zip
2. unzip showdocument.zip
3. Run application by double clicking showdocument/html/TestFXShowdocumentInvalidFile.jnlp
4. It will try to open a local file c:/1.txt which is not exist actually
Expect result:
5. if the file doesn't exist, it should open a new tab or browser windows with URL: file:///c:/1.txt although the file is not exist
   if the file exists, it should open the file via browser.
Actual result:
5. it opens a new window with "about:blank" or your home page, but not the file's URL

Note:
This bug might be introduced after b45.
