ScrollView policy changes not effected immediately

      - Please see the attached test case. Run as is increase the width and height of button to a point where scroll bars appear. Now change the scroll bar's policy by clicking on appropriate buttons.
      - Now remove lines 87,88 and 107, 108 from test case and repeat above, then you can observe that HBar and VBar policy on ScrollView is not taking effect immediately.
